Since 2010, Dominion East Ohio Gas Company has established a program in partnership with municipalities to expedite the abandonment of natural gas service at both vacant residential and commercial properties. They have organized an Ohio Construction Support Team within their company to expressly handle this work.

If a property has been abandoned (and especially if it has been declared a nuisance by a municipality), request can be made by the municipality to have the gas line “cut /abandoned.” at the street and/or curb. The following is a brief description of the procedures developed by Dominion to effectuate this program:

• Upon request for abandonment of service line, check for an active gas service account;
• Serve the appropriate account holder that a request for termination of service has been received by the utility;
• request access to the property to remove any and all gas meters from the building(s) before severing the service lines;
• contact with the Ohio Utilities Protection Service (OUPS) for notification of line marking;
• After completion of abandonment of service, a confirmation letter is sent by Dominion to the municipal service department. Upon receipt of this confirmation letter, city and contractor crews can proceed with other work at the premises if necessary.

Several municipalities throughout Dominion’s service territory have expressed concerns about utility shutoff to vacant properties (vacant for whatever reason – whether it be due to foreclosure, probate estate, owner lives out of town for part of the year, owner is receiving extended care at a hospital or nursing home) that are for sale or rent; owners often leave utilities on for renovations or to make the properties “more marketable” for potential buyers/renters. No one can detect a gas odor if no one is residing and/or inspecting the property on a regular basis.
